Debt review (or debt counselling) is a protection under the National Credit Act for consumers who are over-indebted. A registered debt counsellor assesses your finances and negotiates a single, more affordable repayment plan with your creditors. While you are under debt review, creditors cannot take legal action against you as long as you keep to the plan.
The trade-off is a debt review flag on your credit record. Under Section 88 of the NCA, while that flag is in place you may not take on new credit — which is exactly why removing it correctly, once you qualify, matters so much.
Debt review cannot be removed on a whim — there are specific, lawful conditions. The two main routes are:

Only a registered debt counsellor can issue the clearance certificate, and your status is tracked on the National Credit Regulator (NCR)’s Debt Help System. A debt counsellor cannot simply “withdraw” you once a court re-arrangement order exists — at that point, the lawful routes are a clearance certificate (once debts are paid) or a court order.
This is why working with registered professionals matters: the removal has to be recorded correctly on the NCR system and at the bureaus, or the flag simply comes back.
The clearance certificate (Form 19) is the key document. Under Section 71 of the NCA, once you have satisfied the debts under your re-arrangement, your debt counsellor must issue it within seven days. The certificate is then submitted to the credit bureaus, which remove the debt review flag and update the underlying accounts to “paid up”.
If only a home loan remains and it is up to date, you can still qualify. The certificate is the difference between “I’ve paid everything” and a record that actually shows it.
Once the clearance certificate is issued, it is sent to each bureau — TransUnion, Experian and XDS — and to the NCR’s Debt Help System. The bureaus then remove the debt review flag, typically within 7 to 21 business days, and the bureaus are in any case obliged to action updates within 20 business days.
As with everything credit-record related, the flag must be cleared at every bureau. If it lingers on one, lenders checking that bureau will still see you as under review.
